Not all the time. Depends on my read on the villain. If he's capable of cbetting for info (1010? JJ? AK??), I would jam. I would also jam quite often against unknown villain.
From the info I gathered from OP, yes I would fold when I hit top pair.

Why would you want to jam with top pair vs. his TT/JJ hands?

Given your deep i would call with position and play it like a small-suited connector.If i call this though if i flop air im gonna make some moves on a low-wet-scary board.If your playing the hand for pure hitting value id probably dump it unless its a super-deep game with 200bb+ stacks.In general with a hand im probably dominated as hell ill try to make 25-30 times the money i invest(20 more bucks here) if i believe the villains never fold any overpairs.
Im only continuing on the flop with 2P or better.Basically what your hoping for is either a straight-flush-trips or a monster combo draw with JTs to put some aggresion.Any other combo draws with an Ace on board i would play kinda passively like 2P.
In my eyes a min-raise reps only KK-AA and since the other guy cold called he probably has AK or TT+.
I would only call this In position though, out of position i would fold even if he min-raised to 30$.
Hopefully my input was more helpfull than the AA4 hand 
Would like to have some more info about how loose is the guy cold-calling the 3b.

in live poker, people often overbet the flop when they flop on overpair on a low board. They see this as protecting their aces.
If they don't hit the board they will sometimes give up because they think you're slow playing AA because you called their 3b preflop. Some people check call check call check call with QQ on a Kxx board after they 3b because they convince themselves you are bluffing. Live players make a lot of mistakes.
I don't think there's anything wrong with playing a hand in position and just trying to make the correct decision post flop. You have the advantage of watching the guy as the cards come out.
And I do hope you watch peoples faces when the flop turn and river come, it's often quite obvious if they hit the board or not.
I dont think KQ has that huge revers implied odds. I think it's pretty easy to fold on Kxx if the guy bet bet bets. he either has AA, AK, KK or nothing

UTG represents a strong range, SB 3bet = stronger range. QQ+ AKs is maybe the only hands you could call here. SB repping QQ+. These are big bets pre flop for 1/2 Live. Maybe make it 10$ pre or limp since you cant 4 bet it? I don't blame you for trying to play it tho you might get called by worse.
