I don't think many players call this flop with plans of folding to a turn C-bet on this turn with pretty much anything in their range. I also don't think this is a good hand for a triple barrel either, so I like a Ch Back, decide on the river. I would consider bluff raising a river heart that doesn't pair us or the board.

I don't think KTo is a great hand to be considering bluffraising the river on a
. You aren't going to see Ace-high value-betting thinly, and you aren't going to see too many other medium-strength hands that can legitimately be valuebetting, so you're mostly up against flushes and air. You beat the air and the flushes aren't folding, so while your hand looks credible, I'm not sure it stands to beat much, besides black KJo.

I think its somewhat villain dependent, but I wouldn't say flushes aren't folding or that his range is entirely flushes or air when he bets the river, particularly broadway rivers. I also think it doesn't matter much whether we bluff raise KTo or JTo in this spot as we (probably) aren't bluff catching with KT anyways, so as long as we do it at a reasonable frequency it should be fine.
I think we should be bluff raising river hearts at least occasionally if villain is capable of finding a fold, if you don't think KTo is a good candidate, what hand would you suggest?

I didn't say his range is only flushes, I said his range is mostly polarized, meaning that I don't think you'll see a whole lot of hands bet-folding the river that you don't already beat. There might be some, but there won't be enough to justify the 2BB investment.

I think he likely has a pair no heart, and betting the river is not getting him to fold. I think you can bluff bet a river heart but not bluff raise. I'd be more interested in what you would do when a non-heart K or T falls and he leads.
